- Public transit buses and vanpools can receive free entry in all concepts listed below
- Different concepts allow some users, and not others, to use the lanes, in order to maintain free-flow
- A turnpike can be thought of as a freeway composed entirely of ValuExpress lanes
Operating Concepts - Who Can Use the Lanes
HOV (high occupancy vehicle) lanes:
guarantee free-flow for the following users (by allowing entry to only the following users):
- public transit buses/vanpools (free)
- vehicles with two or more occupants (free)
HOT (high-occupancy/toll) lanes:
guarantee free-flow for the following users (by allowing entry to only the following users):
- public transit buses/vanpools (free)
- vehicles with two or more occupants (free)
- other vehicles that pay a fee
ValuExpress lanes (combination of value pricing, express lanes, and express transit):
guarantee free-flow for the following users (by allowing entry to only the following users):
- public transit buses/vanpools (can be free)
- other vehicles that pay a fee
