Future Interstate 495
US 64 is now Raleigh's first and only direct free-flow link to the northern and mid-Atlantic states and is experiencing steadily increaing traffic volumes that will only continue to increase as the region grows. A "future Interstate" designation for US 64 would provide immediate benefits for much of eastern North Carolina at a reasonable cost over a 25-year window. Area economic development professionals have noted that even a "future" Interstate designation will help them create jobs now thanks to the immediate Interstate connectivity benefits that such a designation will provide – in particular for Franklin County, which is without any direct Interstate service. Each affected MPO/RPO would have to formally agree to commit between $6 and $13 million (RTA staff estimates) of their future programming authority between now and the year 2031 for the upgrade in order for NCDOT to submit the request for a “future” Interstate designation to the Federal Highway Administration in 2006.
