Policy and Legislative Priorities
The Alliance works to build consensus among the regional legislative delegation, local elected officials, transportation leaders and the regional business community regarding key mobility policy priorities. The efforts of the 21st Century Transportation Committee will be a primary focus of our efforts through 2008.
Alliance top legislative priorities for 2008
- Turnpike gap funding legislation to assist Triangle Parkway, I-540, and other turnpike routes statewide
- Support the efforts of the 21st Century Transportation Committee and the NCDOT Transformation Management process
Alliance Top State Funding and Financing Priorities for 2008
- Accelerate key congestion-relieving transportation priorities (e.g., I-40 between Cary and Raleigh , US 401 north) via GARVEE bonds or other funding mechanisms
- Highway Trust Fund loop funding for regional loop priorities, including the East End Connector in Durham
Ongoing Local and State Funding and Financing Priorities
- Urban mobility program for high priority, congestion-relieving bottleneck relief projects
- Continued state support for major fixed route transit investments in metropolitan regions at a 25% share
- Local option transportation funding for highways and transit
Ongoing State and Federal Policy Priorities
- Phase out the use of transportation taxes and fees for General Fund purposes
- Harmonize regional transportation funding regions with economic development region boundaries
- Modernize the allocation formula to include a measure of traffic demand, congestion, or vehicle emissions (air quality)
- Minimize the amount of federal gas taxes that leave North Carolina, through either a higher rate of return or a smaller federal program
